Foster care father who sexually abused child gets prison term
Brillingston Ulloa, 54, from Minier, has been charged with a seven-year prison term for sexually abusing a child while she was in foster care in his home. The victim was a teenager when the abuse began and continued throughout most of her teen years.
Ulloa was charged with aggravated sexual abuse of a family member under the age of 18.
An officer at the Illinois Department of Family Services conducted an investigation last year regarding another foster child in the home that the victim also shared with Ulloa and her mother, when the above mentioned victim, now an adult, told him about her own abuse.
The woman said that the abuse began in 2013 and she did not tell her story because she was afraid her mother would no longer be allowed to take in foster children from the DCFS, which was her mothers only source of income.
The victim’s mother told police that her daughter had complained to her in the past about Ulloa’s behavior, and said she deleted pornographic images that Ulloa sent to her daughter’s cellphone.
